Class I licence.
In exercise of the powers conferred by section 3 (1) of the Printers and Publishers Ordinance, 1927, as enacted by the Printers and Publishers Amendment Ordinance, 1934, the Governor in Council makes the following regulations:-
Regulations.
1. Machines and apparatus not of a kind designed or in- tended for use by printers in the carrying on of the trade or business of a printer, unless used or intended to be used by a person in substitution for a printer's press and with a view to the publication and circulation of books, newspapers or pamphlets, are exempted from the provisions of the Printers and Publishers Ordinance, 1927.
2. The fee for a licence to keep printing presses with a view to sale or hire (in these regulations referred to as a Class I licence) shall be $50 for a year or part of a year. The fee for any other licence granted under section 5 of the said Ordinance (in these regulations referred to as a Class II licence) shall be $10 for a year or part of a year.
3. In the case of every Class I licence the licensee shall keep an up-to-date record of all his dealings and transactions relating to the printing presses, and parts of printing presses, kept by him, which record shall include particulars of the names and addresses of all purchasers and hirers, and the places of delivery and intended destination of every printing press or part of a printing press removed from the place specified in the licence. Such record, and the licensee's stock of printing presses and parts of printing presses shall be pro- duced by the licensee to the Inspector General of Police, or to any police officer deputed by him in that behalf, on demand.
4. Except with the permission of the Inspector General of Police, first obtained, no printing press or part of a print- ing press in respect of which a Class I licence shall have been issued shall be removed from the place specified in the licence unless such removal is in respect of a bonâ fide sale or hiring, duly recorded in accordance with regulation 3 of these re- gulations.
