ORDINANCE No. 22 of 1919.

(PLACES OF PUBLIC ENTERTAINMENT REGULATION).

In exercise of the powers conferred by section 6 (1) of the Places of Public Entertainment Regulation Ordinance 1919, the Governor in Council makes the following regulations:----

Censoring of cinematograph films and posters.

1. All cinematograph films and posters, hereinafter re- ferred to as films and posters, shall be censored by a Board of Censors, or by a member of such Board, or by some other persons authorised in that behalf by the Board in writing with the approval of the Governor. No film or poster shall be exhibited unless it has been censored and passed by the Board of Censors or by a member of such Board or by some other person authorised as aforesaid.

2. The Board of Censors shall consist of the Inspector General of Police, the Secretary for Chinese Affairs and the Director of Education.

3. Any owner or renter of film or poster who

be may dissatisfied with the decision of any individual censor shall have a right of appeal to the Board of Censors, whose decision shall be final.

4. The fee for censoring films in any appeal as aforesaid is $8.00 per reel. In all other cases of censoring films the fee is $4.00 per ordinary reel exceeding 500 ft. and $2.00 per short reel or trailer exceeding 300 ft. but not exceeding 500 ft. Short reels or trailers not exceeding 300 ft. and posters will be censored free of charge.

5. It shall be the duty of all managers of cinematograph theatres to arrange for the projection or display of all films and posters for censoring at such place as shall be appointed by the Board of Censors.

6. Cinematograph theatres shall be used for the exhibi- tion of films only and shall not be used for any other purpose without the express permission in writing of the Inspector General of Police.

7. Part III of the Places of Public Entertainment Regula- tion regulations, set forth in Government Notification No. 447 published in the Gazette of the 17th July, 1931, rescinded.
