IV. The fares and rates to be charged by the Lessee for the transportation of passengers, passengers' baggage, mails and parcels by the said ferry steamers shall not exceed those set out in the following scale which includes pier tolls for embarking and disembarking:-

Provided that the Government may in its discretion at any time require the Lessee to reduce the said fares.

Each passenger may take as personal baggage free of charge the quantity of baggage he is entitled to have carried free of charge on the Railway. Baggage in excess of the Railway Allowance to be charged 5 cents per package. Season tickets by arrangement.

Mails and Mail Parcels.

Free of charge: each postman paying the usual passenger fare.

V. The Lessee shall pay to the Colonial Treasurer for the use of the Government at the end of each month whilst the Railway Ferry Service is main- tained an amount equal to 5 per cent. on the gross receipts of the Lessee in respect of all passengers, passengers' baggage and mails carried in either direction upon the Lessee's steamers between the Lessee's Pier or Piers and the Railway Pier at Kowloon, and neither the Lessee nor any passenger, passengers' baggage or mails so carried shall be charged any further toll or rent for the use of the said Railway Pier.

VI. The Lessee shall issue a numbered ticket for every fare or charge received by him in respect of the Railway Service and shall keep an accurate record of the numbers and value of such tickets and shall permit such record to be inspected at any time by an officer deputed by the Governor for that purpose.

VII. The Lessee shall provide upon the Piers leased suitable and sufficient offices and staff for the Kowloon-Canton Railway Administration for the through- booking of passengers, passengers' baggage and mails from Victoria to any point on the Kowloon-Canton Railway or any Railway connecting therewith and shall also provide a sufficient staff at the Railway Pier at Kowloon for the mooring and unmooring of the Ferry steamers and the reception and transfer of passengers by such steamers with their baggage to and from the trains, and the effective checking of such passenger-.

VIII. The Governor umy release the Lessee from his obligations in respect of the Railway Ferry Services and may withdraw the right to use the Railway Pier at Kowloon upon giving the Lessee six months notice in writing of the intention of the Governor so to do, and upon the expiry of the period of such notice all the obligations and rights of the Lessee in respect of such Railway Ferry Service and Railway Pier at Kowloon shall cease and determine.

Provided that in such event the Government shall agree to take over at a valuation to be mutually agreed upon such vessels as the Lessee may have been called upon to build for the Railway Ferry Services.

IX. Notwithstanding anything hereinbefore contained the Government will not call upon the Lessee to commence any of the Railway Ferry Services if, in the opinion of the Government, there is no reasonsable prospect of such services. within a reasonable time, earning sufficient to cover running expenses, depreciation and interest on capital outlay.
