30.--If any passenger commits any offence, not being an offence referred to in rule 28 or rule 29, the Stationmaster must by station

32.--The power of arrest conferred by section 61 of the Rail- Arrests ways Ordinance, 1909 (No. 21 of 1909), must be exercised with the greatest caution.

(2) Any railway servant who has committed a breach of any of the rules mentioned in clause (1) of this rule shall be liable to the punishment authorised by that clause in addition to, and not in substitution for, any punishment to which he may be liable upon prosecution under the Railways Ordinance, 1909 (No. 21 of 1909). Provided that no railway servant shall be thereby rendered liable to be punished twice for the same offence.
