If a candidate defaces, blots, writes in, or otherwise injures any book or injury to form belonging to the Harbour Department, his paper will be retained until he has books, replaced the damaged book or document. He will not be allowed to remove the damaged book or document, and will be subjected to all the penalties of a failure.
