3. Section 6 of the Principal Ordinance is hereby amended by adding after sub-section 2 the following additional sub-section :--
"3. No person shall accept or receive orders for, or import on commission or act as agent for the import of any intoxicating liquor into the Colony for and on behalf of any other person or persons in quantities exceeding two gallous at one time without an appropriate licence un- der this Ordinance under which the licensee is permitted to sell such liquor as a dealer.”

5. Sections 9 to 18 inclusive of the Principal Ordinance are hereby repealed and the following sections numbered 9 to 18b are substituted therefor :--
9. All applicatious for the granting or transfer of licences shall be made to a Board of Licensing Justices. Such Board shall consist of a Chair- man and Vice-Chairman appointed by the Gov- ernor and of five other Justices two of whom shall be appointed by the Governor and three be clected by the Justices of the Peace from among their number. Of the four Justices appointed by the Governor two shall be official - and two shall be un-official Justices. The Members of the Board shall hold office for three years. Five Justices shall be a quoruna. The First Clerk in the Magistracy at Hongkong shall be ex-officio Secretary to the Board. 10. The mode of election of the Licensing Justices not appointed by the Governor, the proceedings incident thereto, and all other inatters relating to the election of the said Licensing Justices, shall be governed by rules made by the Gov- ernor-in-Council, who may from time to time add to, vary or revoke any of the said rules. 11. All questions arising at any meeting of the Board shall be determined by a majority of votes of the Justices present. In the case of an equality of votes the Chairman shall have a second or casting vote.
12. Every person desirous of obtaining a publican's or an adjmmet licence shall make application in writing to such Licensing Board. Such appli- cation shall state the name and address of the applicant, his nationality, the period or periods, if any, during which he has previously held a licence, and the address and the proposed name or sign of the premises in respect of which a licence is desired.
13. The said Licensing Board may refuse such appli- cation or they may accept it absolutely or subject to conditions. The applicant or twenty householders within a radius of quarter of a mile of the premises licensed or to be licensed shall be entitled to appeal to the Governor-in- Council with respect to any decision of such Board under this section.
14. Ju the event of the refusal of an application by the Licensing Board the applicant shall not be entitled to make another application in respect of the same premises within a period of twelve months from the original application.
