(5.) 5. Inspection B :--
The special examination shall include, in addition to that required under inspection A, a hydraulic test on the boilers to 11⁄2 times, and on the steam pipes to twice, the working pressure, with all the lagging removed. In special cases of old boilers and where the Inspector considers the boilers would be unduly strained the hydraulic test may be less than 11⁄2 times the working pressure, but must, in all cases, exceed the working pressure of the boiler.
6. In cases where a prime mover or boiler has been standing idle and the owner does not require a further survey, notice shall be sent to the Inspector's office before the expira- tion of the time stated on the certificate for which the boiler or prime mover is allowed to work, otherwise the survey will be made and the fees charged as if the prime mover or boiler was in use. In every case, before again starting such prime mover or boiler to work, if the period mentioned in the certificate has expired, the owner shall send notice to the Inspector and the prime mover or boiler shall be surveyed in accordance with these Rules.
7. Every boiler in charge of non-resident certificated engineers, or in charge of certi- ficated engine drivers only, shall have, in addition to other safety valves, a lock-up spring loaded safety valve of approved design and construction. Such valve shall be under the control of the Inspector only and shall be tested and set by him at the annual inspections ; the key of this safety valve shall be kept by the Inspector.
8. The following scale of fees shall be charged for the following purposes :-
1. Thorough examination (A) of each boiler,

In addition to above the Inspector shall be entitled to charge out of pocket expenses incurred in transport.
The above fees shall include the issue of the necessary certificates in duplicate.
9. The Government shall keep a record of all the boilers and prime movers in the Colony and of the engineers or engine drivers, with particulars of their certificates, in charge of the boilers and prime movers.
The owner of a boiler or prime mover shall give one week's notice to the Government of any appointment, or contemplated change of the engineer or engine driver in charge of such boiler or prime mover.
10.-(1.) No person shall be allowed to take charge of a boiler unless he be possessed of a certificate of competency, to be obtained as hereinafter provided.
(2.) There shall be two classes of certificates, viz., Engineers' Certificates and Engine- drivers' Certificates, in such form as may be prescribed by the Governor. Each class shall be divided into two grades, viz., First and Second Grade Engineers' Certificates, and First and Second Grade Engine-drivers' Certificates. The qualifications for each grade shall be as follows:
11. Second Grade Engineer.-A candidate for a Second Grade Engineer's Certificate must be 21 years of age.
(a.) He must have served an apprenticeship of at least three years in some factory
or workshop for the making or repairing of engines.
(b.) He must be able to give a description of boilers, and the methods of staying
