13. In the event of the arrival at or departure from the Cuse of Colony of any steamship carrying raw opium when the steamship Superintendent's office is closed or may be closed before arriving or application for a permit can be made, it shall be lawful for departing the agent of such steamship to land or ship any raw opium hours. which is entered on the ship's manifest without a permit, and to deliver any raw opium so landed to the owner or consignee thereof or to keep the same in his own custody, but, so soon thereafter as the Superintendent's office is opened, the said agent shall apply for the necessary permit and furnish the requisite particulars.

14. 16. 18.-(1.) Every importer of raw opium and person storing Keeping of the same shall kee › a register, in such form as the Governor register by may require showing the number of chests imported or importer and stored by him au how and to whom they were disposed of.

(2.) Marks and Government numbers in the case of Bengal opium shall be given, and such other marks or numbers, in the case of other sorts of raw opium, as the Superinte: dent may require to be placed upon them.

(3.) Every offence for nou-compliance with the require- quents of thi se tion shall be punishable with a penalty not exceeding five hundred dollars.

19.—(1.)
