By His Excellency Sir FREDERICK JOHN DEALTRY LUGARD, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Companion of the Distinguished Service Order, Governor and Commander-in-Chief of Hongkong and its Dependencies and Vice-Admiral of the same, under Section 5 of the Stonecutters' Island Ordinance, 1889, (Ordinance No. 4 of 1889).

It is hereby proclaimed that the Proclamation dated the 21st day of October, 1891, and published in the Government Gazette of the 24th day of October, 1891, is hereby revoked.

Given under my hand and the Public Seal of the Colony, at Victoria, Hongkong, this 23rd day of July, 1909.

No. 445. It is hereby notified that revised copies of the Rules for the Examination of Engineers in the Mercantile Marine approved by the Governor-in-Council under Section 4 of Ordinance No. 10 of 1899, can be had on application to the Harbour Master.

No. 446.- His Excellency the Governor-in-Council has been pleased to direct, under Section 7 of the Public Health and Buildings Ordinance, 1903, (Ordinance No. 1 of 1903), that the name of Mr. WRAY WILKINS WHESTON be added to the List of Authorized Archi- tects published in Government Notification No. 37 of the 21st January, 1909.

Regulation made by the Governor-in-Council under Sections 25 (4) and 42 of the Merchant Shipping Ordinance, 1899, (Ordinance No. 10 of 1899), this 19th day of July, 1909.

Regulation No. 2 of the Regulations made by the Governor-in-Council on the 1st day of February, 1909, and published in Government Notification No. 71 of 1909, relating to the landing of Foreign Soldiers or Sailors in the Colony, is hereby cancelled and the follow- ing is substituted therefor:-

"2. Foreign Soldiers or Sailors, if unarmed, may be landed in the Colony within the harbour limits, without the prior consent of the Governor, provided that when it is desired to land a number of men exceeding one hundred, notice must be given to the Colonial Secretary, in order that all facilities of which local conditions admit may be given. Applications for permission to land armed parties in connection with funerals or to take part in public ceremonies of an exceptional nature will be addressed to the Governor through the Colonial Secretary. No application is necessary in the case of Officers."
