SIR,In continuation of my Circular despatch of the 11th ultimo, I have the honour to transmit to you, for your information and for the information of candidates for Commis- sions in the Army, copies of Army Order 139,* of May, 1909, promulgating amendments to the regulations under which such Commissions may be obtained by University Candidates and by officers of Colonial Military Forces.

SIR,—With reference to Lord Elgin's Circular despatch of the 25th of January, 1907, forwarding a pamphlet respecting the degrees of the University of London open to Colonial candidates, I have the honour to state for your information that the Senate of the University has passed a Resolution in the following terms:-

That, on condition that application made in accordance with the regulations relating to examinations in the Colonies be received at the University by the 14th of February preceding the examination, the B.D. Honours Examination for external students be held in the Colouies in the year 1910 and subse- quently."

By His Excellency Sir FREDERICK JOHN DEALTRY LUGARD, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Companion of the Most Honourable Order of the Bath, Companion of the Distinguished Service Order, Governor and Commander-in-Chief of Hongkong and its Dependencies and Vice-Admiral of the same.

Whereas, by Regulation No. 1 of the Quarantine Regulations made by the Governor in Council on the 17th day of Junc, 1901, under section 23 of Ordinance No. 10 of 1899, it is provided that the term "port or place at which any infectious or contagious disease prevailed" means a port or place proclaimed to be such by Order of the Governor in Council, published in the Gazette, from the date of such Proclamation ;
