Amendment 11. Section 18 of the Principal Ordinance is hereby
of section 18 amended
of the
Principal Ordinance.
(a.) by the deletion of the words "and opium
divans" in sub-section (1);
(6.) by the repeal of sub-section (5);
(c.) by the addition of the following sub-sec-
tions:
(5.) The Farmer shall not without the permis- sion of the Governor in writing assign or sublet to any person any of the rights and privi- leges vested in him by the contract and such assignment or sub-lease if allowed shall not in the absence of any express statement to that effect operate to relieve the Farmer or his sureties from any liability under the contract or from liability for the acts of the person or persons to whom such assignment or sub-lease may be made.
(6.) All applications to and the service of all notice and process for the Farmer relating to matters connected with the Farm may be directed to the Farmer without giving the name of any person and shall be made or served at the Farm Office between the hours of 6 a.m. and 6 p.u. on any day in the year Sundays and public holidays included.
(7.) The Farmer or Dross Farmer shall not manufacture or prepare or sell or offer for sale or authorize any person to sell or offer for sale any prepared opium or dross opium of a quality other than such as may be prescribed from time to time by Rule under this Ordinance,
(8.) The Farmer shall permit the Superintendent of Imports and Exports and the Goverument Analyst and such other European officers as may
he from time to time appointed gener- ally on that behalf by the Governor to enter and inspect the Farm Office and any place used by the Farmer for the business of manufacturing, preparing, storing, distri- buting, or selling opium, prepared opium, dross opium, dross, or halan, and every part of any such place and shall further permit any such officer from time to time to take for analysis samples of any opium prepared opium or halan or any materials used in the preparation thereof and found therein. (9.) The Farmer shall from time to time upon demand by the Superintendent of Imports and Exports or other European officer as aforesaid produce for his inspection and permit him on behalf of the Government to inspect, examine, and take extracts from all books of account kept by the Farmer in connection with the business of the Farm or in connection with the Farm partnership and all Bank pass books agreements con- tracts and other documents whatsoever examination of which may be necessary or desirable to permit of a thorough investiga- tion by the Government of the manner in which the Farm business is conducted and of the profits or losses arising therefrom. (10.) The Farmer shall for the information of the Government keep such books and registers and make such returns regular or otherwise to the Superintendent of Imports and Ex- ports or other European officer as aforesaid as may be prescribed by Rule under this
Ordinance.”
