10. Upon the completion of the balloting in any election the Presiding Officer shall canse to be notified in the Gazette the names of the candidates and the number of votes obtained by each, and the candidates or the two candidates, according to the number of vacancies, who shall have obtained the highest number of votes shall thereupon be deemed to have been elected.
