By His Excellency Sir CECIL CLEMENTI, Knight Commander of the Most Distin- guished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies, and Vice-Admiral of the same:
Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Commissioners under the public seal for the purpose of instituting, making, and con- ducting any inquiry that may be deemed advisable and for reporting thereon:

And whereas the Governor in Council deemed it advisable that an inquiry should be instituted, made, and conducted as to the circumstances under which the S.S. Sunning was on the 15th November 1926 seized by pirates while on the voyage from Shanghai to Hong Kong and on the 2nd December 1926 did appoint :

The Honourable Mr. EDWARD DUDLEY CORSCADEN WOLFE, Lieutenant-Commander GEORGE FRANCIS HOLE, R.N., Commander FRANCIS N. MILES, O.B.E., R.N.,
WILLIAM GEORGE GOGGIN, Esq.,
Captain ALFRED JAMES HOLLAND, and
Captain ALLAN HUGH STEWART,
to be commissioners for the purpose of instituting, making, and conducting such inquiry:
And whereas the said Commander FRANCIS N. MILES the said WILLIAM GEORGE GOGGIN and the said Captain ALFRED JAMES HOLLAND are desirous of resigning their offices as such commissioners and the Governor in Council has accepted their resigna- tions:
Now therefore I, Sir CECIL CLEMENTI, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same, with the advice of the Executive Council, hereby appoint:-
Lieutenant-Commander LEWIS JOHN PITCAIRN JONES, D.S.O., R.N., THOMAS GRAHAM WEALL, Esq., and
Captain ARTHUR WELLESLEY DAVISON, R.N.R.,
as commissioners for the purpose of the said inquiry in place of the said Commander FRANCIS N. MILES the said WILLIAM GEORGE GOGGIN and the said Captain ALFRED JAMES HOLLAND.
