POLITICAL SITUATION IN SOUTH CHINA.-His Excellency the Governor reviewed the present political situation in South China.

MARRIAGE AMENDMENT BILL.-The Attorney General moved the Second reading of the Bill intituled An Ordinance to enable the Governor to appoint such person as he may please to be Registrar of Marriages.

On Council resuming, the Attorney General reported that the Bill had passed through Committee without amendment and moved that it be read a third time.

APPROPRIATION BILL FOR 1927.-The Colonial Secretary moved the First reading of a Bill intituled An Ordinance to apply a sum not exceeding Seventeen million seven hundred and forty-one thousand five hundred and forty-three Dollars to the Public Service of the year 1927.

The Colonial Treasurer seconded.

The Colonial Secretary, on instructions from His Excellency the Governor and under permission granted by Rule 28 of the Rules of Debate of the Council, addressed the Council and moved the following resolution :-

No. 9 of 1911, on and after the 15th day of October, 1926, the duties to be paid upon ing liquors heretofore or hereinafter imported into, distilled, made or prepared in the Colony shall be assessed as follows :-
