POSTAL SERVICES

UNIVERSAL POSTAL UNION

All countries except à few unimportant territories are included in the Universal Postal Union, the affairs of which are controlled by an International Convention. The regulations governing the letter post to places abroad are, therefore, part of an international scheme applicable to all countries alike, and have been adopted as part of the international obligations of the Hong Kong Post Office under the Convention. The parcel post service with the majority of places abroad is based on the Universal Postal Union Parcel Post Agreement but the service between the Hong Kong Post Office and non signatories to that Agreement is governed by separate agreements with the countries concerned.

GENERAL APPLICATION OF THE POSTAL REGULATIONS

The regulations apply generally to any postal packet sent between one place and another within the Colony or to a place in any other country. The classes of postal packets admitted to the post are: Letters, postcards, small packets (certain countries only), printed papers, commercial papers, samples, literature for the blind and parcels (overseas post only).
