32 Registration
Any officer to whom a packet of any kind is tendered for registration is instructed to refuse to register it if the packing is, in his opinion, obviously inadequate; but the registration of a packet will not in itself be regarded as evidence of satisfactory packing, and the Post Office assumes no liability as a consequence of the registration of a packet afterwards found to have been imperfectly packed.
Addressing. Any postal packet intended for registration should be addressed to a person or firm by name; but exceptionally a packet addressed to The Occupier of equivalent phrase is admissible. The address should be written on the cover or on a label securely affixed to the cover by gum or other adhesive substance. The address must be clearly written in characters in ordinary use in Hong Kong. A packet bearing an address otherwise written will not be accepted unless a translation of the address is added.
Special marking. The sender should mark the packet in the bottom left-hand corner with the word Registered.
Payment of fee. The registration fee must be paid by postage stamps affixed to the cover, unless an "Official" envelope which bears an embossed stamp is used.
Posting lists. When several packets are sent by the same person for registration. it is desirable that they should be accompanied by a list, in duplicate, of the addresses. one list to be retained at the post office, and the other, when completed and signed, to be returned to the bearer.
LATEST TIME FOR REGISTERING
A postal packet can be registered at any time during the ordinary hours of business. When intended for despatch by a particular mail it should, as a rule, be presented for registration an hour before the latest time of posting for that mail.
COMPULSORY REGISTRATION
Packets bearing the word Registered, or any other word, phrase, or mark to the like cffect, for example, any abbreviation of the word Registered, the letter R, or a rectangular cross, and which are posted without being registered, are subject to compulsory registration, and are charged on delivery with a registration fee of 80c. less any amount prepaid in excess of the postage.
Any packet found open in the post or which cannot be delivered, and is found to contain an uncrossed postal order in which the name of the payee has not been inserted, any cheque or dividend warrant which is not crossed or made payable to order, any bearer security, any bank or currency note any postage stamps, coin or jewellery, of a value of $10 or over, will be registered, and be chargeable on delivery with a registration fee of 80c.
No compensation is paid in respect of any postal packet which has been compulsorily registered.
ADVICE OF DELIVERY OF REGISTERED POSTAL PACKETS
The sender of a registered postal packet may arrange at the office of posting, either at the time of posting or subsequently, within a year of the date of posting for an advice of its delivery to be sent to him. The fee is 40 cents, which he must pay by affixing postage stamps of that value to a form provided for the purpose, and which is due even if the registered packet proves to be (or to have been) undeliverable. A further fee of 50c. for each air transmission (except the outward air transmission of an advice of delivery applied for at the time of posting for an air mail packet. which is free of charge) is payable if the sender requires the advice of delivery form to be sent and/or returned by air. In such cases a blue air mail label should be affixed to the form CS and it should also be conspicuously endorsed, "Renvoi par Avion". The advice of delivery fee and, where appropriate, the special air fee must be paid by the sender affixing stamps to the advice of delivery form. When the application is made at the time of posting, the sender must indicate his name and address on the outside of the packet. The weight of the form is not taken into account in assessing the postage on the packet.

Inquiry about the loss or non-delivery of a registered packet must be accompanied by a fee of 40c. unless the sender has already paid the special fee for an advice
