Letters concerning goods sent by carrier, such letters being carried gratuitously and delivered with the goods to which they relate;
Packets containing news intelligence, that is, matter or pictures for publication in a newspaper.
No collection of letters of any kind (whether exempt from the Postmaster General's privilege or not) can be made for the purpose of conveyance or delivery, and carriers are specially prohibited from carrying letters. Penalties are imposed for any infringe- ment of the Postmaster General's rights.
TELECOMMUNICATIONS
Under the Telecommunications Ordinance, no person may establish a Wireless Tele- graph Station or work any apparatus for wireless telegraph in any place in the Colony, or on board any ship within the waters of the Colony, otherwise than under and in accordance with a licence issued by the Postmaster General and containing such items, conditions and instructions as the Governor in Council shall deem desirable in the public interest.
Wireless Telegraphy includes Wireless Telephony and Television. Any person con- travening the Ordinance renders himself/herself liable to severe penalties.

POSTAL SERVICES
UNIVERSAL POSTAL UNION
All countries except a few unimportant territories are included in the Universal Postal Union, the affairs of which are controlled by an International Convention. The regulations governing the letter post to places abroad are, therefore, part of an international scheme applicable to all countries alike, and have been adopted as part of the international obligations of the Hong Kong Post Office under the Convention. The parcel post to places abroad is governed by separate agreement with the countries concerned.
GENERAL APPLICATION OF THE POSTAL REGULATIONS
The regulations apply generally to any postal packet sent between one place and another within the Colony or to a place in any other country. The classes of postal packets admitted to the post are: Letters, postcards, small packets (certain countries only), printed papers, commercial papers, samples, literature for blind and parcels (overseas post only).
