DEFINITION OF CYPHER LANGUAGE.

Cypher is composed of:

1. Figures or groups or series of figures having

a secret meaning;

2.

Words, names, expressions or combinations of letters, not fulfilling the conditions applicable to plain language or five letter code.

Figures and letters may not be used in the same cypher group, and accented letters are not admissible.

Words in plain language may be used in the text of a telegram containing cypher.

COUNTING: Cypher Telegrams.

Cypher is counted at the rate of five characters to a word. If words in plain language are used in the text, the plain language is counted at five charac- ters to the word, plus one word for any excess.

INDICATORS.

The following indicators, RP.10/6., TF PASSY 5074, TM4, TC, PC, PCP, GP, GPR, TR, JOUR and NUIT inserted before the address of any telegrams are counted as one chargeable word. The indicator CDE is not charged for.

Special Delivery.

DELIVERY.

If it is desired that a telegram reaching its destination at a late hour during the night shall not be delivered until daytime, the indicator = JOUR = should precede the address. Conversely, the inclusion of the indicator NUIT before the address will indicate to the office of delivery that if the telegram arrives in the night it should, if feasible, be delivered

at once.

Notice of Delivery.

Advice of the time a telegram is delivered can be notified to the sender by telegram or by post.

If advice is required by telegraph, the additional charge is that for six words at the ordinary rate and the indicator PC should precede the address of destination.
