27. A packet enclosed in an envelope with a trans- parent panel which does not conform to the following conditions:
(a) The panel must extend parallel to the length of the envelope, so that the address of the addressee appears in the same direc- tion; it must be placed so as not to inter- fere with the application of the date-stamp; (b) The panel must be sufficiently transparent for the address to be perfectly legible, even in artificial light, and must take writing. Panels which reflect artificial light are not admissible;
(c) Only the name and address of the addressee must show through the panel, and the enclo- sures must be so folded that they cannot move about in the envelopes, and thus cause the address to be hidden;
(d) The address must be legibly indicated in ink or typewriting. Articles addressed in copying-ink pencil or lead pencil are not admitted.
28. A packet enclosed in an envelope of which the address portion has been divided into separate sections for the insertion of successive addresses. 29. Valuable articles (for example bank-notes, cur- rency notes, negotiable instruments payable to bearer) if sent in unregistered packets. 30. Articles of platinum, gold or silver manufac- tured or not, precious stones, jewels and other precious articles unless sent in insured boxes.
31. Arms and their component parts.
32. Dangerous drugs.
33. Oilskins and similar oiled goods.
PARCEL POST
The undermentioned articles are prohibited from transmission by parcel post to any place abroad:
1.
Items 1 to 24 above.
2. Arms and their component parts, unless accom- panied by an export licence, issued by the Arms Office, Police Department and then only if their importation is not prohibited by the country of destination.
