Staff Consultation

12. The Staff Forum first constituted in January 1969 met regularly at monthly intervals throughout the year. Various departmental grades elect representatives to sit on the Forum. During the year a considerable and interesting variety of topics affecting staff and the work of the department were discussed and some useful suggestions were adopted.

13. The formation in January 1970 of a Union of Hong Kong Post Office Employees, which members both of the clerical and the uniformed grades are eligible to join, testifies to a growing interest in consultation with management which the formation of the Departmental Forum has done much to foster.

Staff Training

14. The engagement of University graduates as trainees for senior posts in the Department continued. Two of these received overseas training in the United Kingdom during the period September 1969 to February 1970. Two more joined the Department in July 1969 and one in February 1970.

15. Due to pressure of work and adjustments in the working hours of clerical staff the clerical training reserve had to be used extensively on operational duties, and as a result the Post Office Training School held only one six-week course during the year.

16. One two-week Supervisory Management Course, planned and conducted in association with the Government Training Division, was attended by thirteen officers of the Department.

Temporary Staff

17. A force of 65 temporary clerks and 125 casual labourers was engaged to assist in the handling of mail during the Christmas pressure.
