Promotion
21. Mr. G. A. CUPPLEDITCH, Controller of Posts (Traffic), was pro- moted to Senior Controller of Posts (Traffic) with effect from 13th January, 1964.
22. Mr. GOH Kong-hooi, Assistant Controller of Posts Class I, was promoted to Controller of Posts (Traffic) with effect from 13th January, 1964.
23. Mr. J. M. MCNEILL, Chief Inspector (Telecommunications), was promoted to Controller (Telecommunications) with effect from 4th April, 1963.
Staff Training
24. A postal school was opened during the year in temporary accommodation and will be housed on a permanent basis in the new Kowloon Central Post Office now under construction. The school was used for the training of postal clerks, new entrants being given a full time six weeks course during which they were taught the correct method of carrying out their various duties and the reasons for the many proce- dures which have to be followed. The international regulations as applicable to their duties were also explained to them. Practical training was given with the use of a dummy counter, sorting frames, etc. erected in the school.
25. English classes for the postman grades with the kind aid of the Education Department also continued throughout the year.
FINANCE
26. The total revenue collection of the department amounted to $78,399,429.93, a decrease of $4,254,432.54 as compared with the 1962–63 figure. This decrease resulted from a drop of over 4 million in the number of small packets posted, representing an estimated revenue value of approximately $5,000,000. The excess of revenue over expenditure amounted to $41,273,309.59.
