of countries of South Asia and the Far East. The former also attended a further conference at Kuala Lumpur in July on Commonwealth com- munications.

6. Some difficulty was experienced over staff recruitment during the year and the high turnover on junior clerical appointments was a continuing source of anxiety because of its adverse effect on long-term training programmes.

STAFF

7. The authorized establishment of the Department at the close of the year was 1,253, an apparent increase of 143 over the preceding year. But in fact of this increase 37 posts comprised the Radio Monitoring Unit, control of which was transferred from the Defence Secretary to the Postmaster General during the year. 515 posts are pensionable.

8. Arising out of certain organizational changes the titles of some senior posts were changed. Training posts at the Assistant Controller level in the Mails and Telecommunications Divisions were created and differentiated from the grade proper as Assistant Controller Class II.

9. The turnover of staff, especially in the clerical grade, continued at a high rate. Resignations and transfers in this grade alone totalled 51 during the year.

Senior Staff Appointment

10. Mr. A. G. CROOK, Postmaster General, was appointed as the Telecommunications Authority by H.E. the Governor on 10th January, 1963 under section 5 of the Telecommunications Ordinance of 1962.

11. Mr. R. V. TALBOT-JONES, Wireless Engineer, was appointed Chief Controller Telecommunications with effect from 1st April, 1962.

Leave

12. Mr. C. G. FOLWELL, Deputy Postmaster General, was absent from the Colony on vacation leave between 13th May, 1962 and 30th January, 1963.

13. Mr. G. A. CUPPLEDITCH, Controller of Posts, proceeded on leave to Great Britain on 26th June, 1962 and returned to the Colony on 10th January, 1963.

14. Mr. M. ADDI, Senior Controller of Posts (Accounts and Finance), was absent from the Colony on leave from 19th July, 1962 to 7th February, 1963.
