FOREWORD

The 115th year of the Hong Kong Post Office has again been marked by outstanding progress in all sections.

2. For the past few years it has become a habit in all my reports to lay stress on the fresh records which have been created. The year under review again is no exception but I must qualify it with the other side of the picture in that we have reached "bursting point" and are in the unfortunate predicament, through lack of adequate accommodation, of having to resist legitimate demands from other Administrations for changes in our methods of despatch. This situation will hold and become even more acute until it is possible for a new major sorting office to be provided.

3. Another difficulty which has to be contended with is created by the wholesale resettlement of thousands of refugees and squatters. As squatters in unnumbered, makeshift huts, these unfortunates obtained their mail through local stores and hawkers; but with the advent of resettlement flats, these people now have proper postal addresses and are entitled to full delivery. The situation it will be apparent, has added a con- siderable strain to the already acute delivery problems.

4. In other fields, the drive against unlicenced radio receivers was intensified and resulted in a remarkable increase of over 18% in the total of licences on issue, and for the first time the revenue from Broadcast Receiving Licences passed the figure of $1,000,000.

5. Training of clerical and uniformed staff continued throughout the year with very gratifying results in improved efficiency both of the individuals and the Department as a whole, and ample evidence is now available to show that the Department and its officers are held in high public esteem.
