It goes without saying that the smooth transition of Hong Kong to
SAR beyond 1997 is a matter of great concern to China, Hong Kong
and Britain.
It is for this reason that it is a matter of great urgency that
all feasible means must be explored to see to it that smooth
transition will become reality.

was
earlier suggested in

recognition of the OMELCO in Hong Kong will facilitate the
transition. This suggestion is unacceptable, however. The
reason is simple. It is for the Chinese Government to set up the
future SAR Government in accordance with the Basic Law after
1997, not for the British Governemnt to set it up before 1997.
New Wine in Old Bottles
There has been another view expressed that both the Chinese and
the British Governments should produce a corp of administrators
with the right kind of experience and potential and give them the
authority and responsibility of adminstering Hong Kong within the
governmental structure before 1997, in order that they will be sufficiently prepared, both psychologically and in terms of real exposure, to contribute to the political transition and continue
