ANNEX A

The

Urban Services Appeals Board and Regional Services

Appeals Board were established on 27 July 1990 under the

Municipal Services Appeals Boards Ordinance (Cap. 220) to replace the Executive Council as the authority to hear appeals

against the two Municipal Councils on liquor, food business,

hawker and places of public entertainment licensing matters under the Dutiable Commodities (Liquor) Regulations (Cap. 109), Public Health and Municipal Services Ordinance (Cap. 132) and

the Places of Public Entertainment Ordinance (Cap 172),

respectively.

The two boards share a common Chairman but have

separate panels Of members. Each hearing is conducted by the

Chairman, two members from the relevant panel and a Councillor

nominated by the Municipal Council against whose decision the

appeal is made. The Urban Services Appeals Board has a panel of

13 members while the Regional Services Appeals Board 7. The Chairman and all panel members are appointed by the Governor for

а fixed term of 3 years. The current Chairman of the boards is

Mr Justice Arthur LEONG.
