departmental fees, about half of which, some 2500, are now required to be made by the Governor in Council. The proposal is to make the Financial Secretary the authority for revising minor fees such as timber store licence fees, registration fees for electricians, etc, As regards the more important fees, such as driving licence fees, or water charges, in view of their important revenue or social implications, the authority for approval will continue to rest with the Executive Council or the Legislative Council, as appropriate.

Administrative appeals there are currently 78 provisions in the existing ordinances providing for appeals to the Governor, Governor in Council or the District Court. Twenty-four of these appeals involve matters of essentially a minor nature. It is proposed that they should be dealt with by a statutory appeals board to be established along the lines of the two existing Municipal Services Appeals Boards. The two Municipal Services Appeals Boards were set up two years ago for a similar purpose of reducing the Executive Council's workload in hearing minor municipal services appeals. The two appeals boards are operating successfully and have proved to be an effective means to deal with simple administrative appeals.
