1. Sir Robin McLaren has sought guidance on the line he should take on constitutional issues if he succeeds in
securing a call on Lu Ping on 2 June.

I submit a self-explanatory draft telegram. I recommend that we endorse the Ambassador's line with a
number of glosses. On democracy, he can draw on the line which we developed in Hong Kong and which the Minister used verbatim with the press (attached). I will be submitting separately on the Governor's suggestion that when he is in Peking next week, he should put across a considered message with full Ministerial backing of reassurance about continuity in essential British policies towards Hong Kong.
