Hong Kong: Policy on Constitutional Development
The Secretary of State was grateful for your submission of 1 June. He has also seen Mr Morris' minute of the same date. The Secretary of State has commented that he agrees with Mr Patten. He thinks that we should concentrate on the brief for the Prime Minister and has asked for a meeting to discuss this.
