RELATIONS BETWEEN THE EXECUTIVE AND THE LEGISLATURE IN HONG
KONG
1. I submit the second of the two papers commissioned by
Mr Patten at his meeting with Mr Goodlad.
This paper develops some ideas for opening up new channels between on
the one hand the Governor, the Civil Service and ExCo, and
on the other hand LegCo.
2. As agreed with Mr Patten, we have not consulted Hong
Kong on these ideas. But they provide a base on which more detailed work could be commissioned from the experts.
