SECRETARY OF STATE'S VISIT TO HONG KONG: DISCUSSIONS WITH
THE GOVERNOR ON POLITICAL ISSUES

The Governor has set out his initial thoughts on the
handling of the key political issues (role and composition
of the Executive Council, management of the Legislative
Council, and arrangements for the LegCo elections in 1995)
in his telegram number 1912. This will form the basis for
discussion at the Governor's working supper for the
Secretary of State on 26 July.
2. Since this is the key issue for discussion during the
visit, I thought it worth submitting separately the
checklist (also included in the Secretary of State's
briefing pack) with the following additional comments:
(i) composition and role of ExCo. It has become
increasingly apparent in recent months that the present ExCo is not working well. Confidentiality has all but
broken down (our latest proposal to the Chinese on airport financing leaked within hours of presentation
to ExCo). Allen Lee is drawing ever closer to the
