forward five principles which could
best form the framework for its
establishment:
(1)
The Committee should not

itself be an institution of
Government.
Its composition should be
designed, as far as possible,
to avoid direct duplication of
the membership of other
constituencies returning other
members of the legislature.
(iii)
It should be as
representative as possible.
(iv) The procedure for the
nomination of candidates to
the legislature should be
simple, open and prescribed in
the electoral law.
