The main point that I think I should make to the Secretary of State is that this saga has shown the need for a comprehensive guide to Ministerial exchanges with the Chinese on constitutional issues since the end of the Joint Declaration negotiations. I have asked Rod Wye to work urgently on producing such a list as well as on completing his long-promised paper on the Basic Law negotiations. If it is the case that you also had difficulty in dredging up this correspondence in Hong Kong, are you thinking of any similar improvements to indexing/retrieval systems?
