HONG KONG: CONSTITUTIONAL DEVELOPMENT: DISCUSSION WITH THE
CHINESE
1. We have just heard that Sir Robin McLaren has been summoned
to see Lu Ping at 1100 Peking time on Saturday 3 October.
2. Sir Robin already has guidance on points to make as an initial response. But given the shortness of time before the Governor's speech, it would clearly be useful to put him in a position to make a fuller, considered response by Monday 5 October.
