We have discussed the Governor of Hong Kong's telegram No.148. I now attach a draft reply which I would hope could be despatched this evening in order to obtain comments on the proposed amendment to the Prime Minister's letter to Lord Kadoorie by first thing tomorrow morning. I think the draft telegram is self-explanatory. I should welcome comments by 4.30 p.m. I understand that Sir Michael Palliser is abroad; the telegram will therefore have to issue from Mr Donald.
