1. At last night's dinner at the Chinese Embassy to mark the 10th anniversary of ambassadorial relations, the Counsellor, Mr Liang Geng, drew me aside. He referred to the Guangdong Nuclear Project and said that he hoped I realised that there was very strong competition. He added that the Chinese preference was to make the award on the basis of open international tenders. I simply commented that Mr Atkins had received much the same message from Prime Minister Zhao Ziyang.
2. There was no time to continue the conversation as we were summoned to dinner at this point.
