(jv) GNPC will request Framatome and GEC to attend a
meeting at which they will explain the structure of GNPC and PMC and the authority given to PMC
to negotiate on GNPC's behalf.
(v)
GEC and Framatome will draw up a programme in
relation to the action to be taken subsequent
to this meeting.
(vi) The Chinese Authorities will send a delegation
to Paris to discuss the detailed terms of financing which would be applicable to the purchase of the nuclear island and balance of plant in accordance with the principles of the
October 1980 Agreement.
(vii) The Chinese Authorities will send a delegation
to London to discuss the financial terms which would be applicable to the purchase of the conventional
island from a British supplier.
Note:
This delegation should include
representatives from the Bank of China (which will be called upon to give guarantees) and also representatives from GNPC, the owners of the
facility.
(viii)A convenient time to open preliminary discussions
with the French and British Authorities might be
when the GPC/GNPC team visits England shortly.
After England, they could proceed to Paris.

As stated previously, the proposal to build a nuclear power station in Guangdong Province to supply power to both Guangdong Province and Hong Kong is a project of such importance and magnitude as to remove it from the level of ordinary commercial enterprises.
It must be appreciated that the political and financial implications make it clear that this can only be brought to a successful conclusion with the full
support of the various Governments concerned.
