GUANGDONG NUCLEAR PROJECT
I attach a draft minute on the recent discussions in China which the Secretary of State may wish to consider sending to the Prime Minister and other interested colleagues. The minute summarises recent developments and points out the main issues for further consideration. In view of her visit to China in September, the Prime Minister may wish to keep in close touch with developments on this project.

The Secretary of State may wish to note that in view of the Chinese request for further detailed discussions before the Prime Minister's visit it may exceptionally be necessary for the major issues on the project to be considered in EX in August.

This submission, which has been approved by Mr Manzie, is being put forward now to meet the Secretary of State's deadline for box work before the Recess.

However, before submitting this to the Secretary of State you may wish to await Mr Manzie's retum from discussions on the project with the United States= State Department to enable him to comment further. Mr Manzie expects to return to the office on 29 July.
