You asked if we had had any assessment of Hong Kong public opinion on this.

So far as I can see from the files we have not, although there have been one or two references in the press recently (eg Nuclear News of August 1982).

3. The Prime Minister was briefed to answer questions from the press in Hong Kong on safety aspects, but according to the trans- scripts no such questions werefaised. The line taken would have been that: if the plant was built she was sure that all concerned would wish to take every precaution to ensure the safety of its operation. As far as UK involvement was concerned she could point to the excellent safety record in the UK.

4. Given that there is now a suggestion of a nuclear safety presentation being held in Hong Kong (Moss's letter of 29 September to Mrs Bell) I think we do need to get more of an idea, before any decision on a presentation is made, of the strength of feeling in Hong Kong on this subject.

5. I imagine Mr Havelock will have returned from Hong Kong with some impressions, which we look forward to hearing. When we know what these are, I think we should ask the Governor for his views.
