Safety aspects of the project remain a concern both in Hong Kong, where there has been small scale but vociferous opposition to the project, and in Whitehall, where the importance of obtaining assurances on safety from the Chinese is recognised.

There is probably no need for HKGD to be represented at Whitehall meetings (which I understand take place every 2 or 3 weeks) until after the visit of Manzie and Havelock to Hong Kong, when Hong Kong's involvement will probably assume greater importance. But you may wish to discuss this with Mr Thomson.
