Forthcoming visits and meetings

(a) Mr Manzie and Mr Havelock of the Department of Industry are visiting Hong Kong from 6 14 January. I attach copy of their provisional programme.
(b) The Secretary of State for Industry visits Hong Kong from 11 - 14 January and China from 14 18 January.

(c) Two sets of parallel talks are planned for early February: between Hong Kong, HMG and the Chinese on financial aspects in Hong Kong; and between GEC and the Chinese on technical aspects in Peking. Following these it is hoped to hold further high level Government to Government discussions in Peking. The current aim is to conclude all these by 10 February.

The aim of the visit of Mr Manzie and Mr Havelock is to clear the ground with the Governor and China Light and Power (CLP) well in advance of the tripartite discussions in early February.
Hong Kong Concerns

At present the Hong Kong Government has no involvement in the project beyond the agreement already given by EXCO for CLP to take power from the station. The Governor has made it clear that should further involvement of Hong Kong be envisaged, eg taking some of the equity or providing Government off-take guarantee, EXCO would have to be consulted again. Such consultation would presumably take place following the visit of Manzie and Havelock and prior to February's discussions on financial aspects.
