land acquisition, HK$620 million on engineering works, HK$815 million on public housing and HK$785 million on community facilities; investment of a similar magnitude is expected in the provision of industries and private commercial and residential development.

FANLING

Fanling Sheung Shui Shek Wu Hui together comprise the new town of Fanling which lies some 8 kilometres north of Tai Po.

The design population for the Fanling develop- ment area is 170,000 of whom 73,000 will be accommodated within three public housing estates. Provision has been made for private development to accommodate some 77,000 persons, while it is estimated that the existing areas of permanent housing have a population capacity of 20,000.

Three areas have been allocated for the develop- ment of light industry to provide employment opportunity for the local residents.

During the approximate 10-year development period, total expenditure in the public sector for the expansion of Fanling Sheung Shui Shek Wu Hui will be about $3,290 million at November 1978 price levels; approximately HK$1,228 million on land acquisition, HK$745 million on engineering works, HK$628 million on public housing and HK$690 million on community facilities. Private enterprise is expected to invest a similar sum during the period.

YUEN LONG

Yuen Long is in the middle of the largest flood plain in the north-western part of the New Territories. By tradition it has been the market centre for the agricultural produce of the surrounding villages, farmlands and fish ponds.

But, rapid development, resulted in an increase of the town population from about 30,000 in the late

sixties to the present figure of about 42,000. Over this period there was a large influx of people from the surrounding countryside.

New development at Yuen Long will cover an area of approximately 160 hectares. With this further development of the town and its light industrial area, the population is expected to grow to an ultimate figure of about 95,800 in the next 10 to 15 years. By that time all the building land, presently reserved for residential, commercial/residential

and for public housing, will have been developed.

And, about 15 to 20 per cent of the future popu- lation is likely to be employed in the labour-intensive light industrial/manufacturing sector.

During the 10-year period of development, total expenditure in the public sector for development of Yuen Long town will be about HK$962 million, including land, at November 1978 price levels. Engineering works within the package development began in July 1977. Within six to seven years, much of the land in Yuen Long, except for a few small areas and the industrial zone to the north, will be fully formed and under development.

RURAL TOWNSHIPS

In order to improve the living standards in some of the major rural areas of the New Territories, several engineering schemes have been drawn up.

Low density development and improved housing are planned for the rural townships of Sham Tseng which is situated about 6.4 kilometres west of Tsuen Wan, Lau Fau Shan in the Yuen Long District and Tui Mun Hoi at Sai Kung. On the outlying islands, low density housing is planned for Tai O and Mui Wo on Lantau Island and on Cheung Chau and Peng Chau.

The objective of all these projects is to provide comprehensive communities, as self-contained as possible with the provision of land for private residential, commercial and industrial use. It is envisaged that development in the rural townships will involve an expenditure of some HK$1,000 million excluding the cost of related water supply installations.
