You are,

1. course, fully aware of the Hong Kong implications of this problem. There is no doubt that any strengthened undertaking to another territory, whether Gibraltar, the Falklands or elsewhere, would be noted in Hong Kong and increase pressure from there for assurances on entry, whether without or outside the Bill.

Like Mr Daunt, I favour uniform treatment for the Dependent Territories. It is important to bear in mind, however, that both Gibraltar and the Falklands are already well ahead of Hong Kong in the assurances and/or administrative arrangements which have been made for them. The Falklands have Mr Ridley's general undertaking, for the whole population, of sympathetic treatment in a time of trouble. The Gibraltarians have the administrative arrangements which allow entry to the United Kingdom.

From our point of view, it is very important that no decisions should be taken in respect of other treaties which might prejudice the chance of assurances to Hong Kong, whether for Crown Servants or for CBDTs. On the whole, I think we are most likely to get this if our total FCO demands remain relatively modest.
