As regards paragraph 4 of the minute, we hope it will be possible to extend the facility of designation under clause 2(3) of the Bill to British born contract officers appointed to Dependent Territory posts, who are in practice in much the same position as their HMOCS colleagues. ODA also have an interest in this and NTD may wish to ensure that they are consulted
