I received a copy of Willie Whitelaw's letter to you of 19 November and was interested to read that this legislation will mean the prep- aration of new passport application forms and their associated guidance notes to the public.

You may recall that, with the Prime Minister's agreement, a team from my Department, in association with eight other departmental teams and under Derek Rayner's leadership, has been carrying out a review of administrative forms, including related guidance notes. Derek Rayner's report to the Prime Minister and the MPO team's report to me will be published early in the New Year, and I understand that they will contain some helpful guidance and advice to departments on the preparation and production of forms and guidance notes - something which I am sure you will appreciate is of great importance to the public as well as to officials.
It occurred to me that the passport machinery is so important that you might find it worthwhile to make specific mention of the reports to the officials in your Department who will be concerned with the prep- aration of the new application forms and guidance notes. And if, as a result of the experience that my officials have gained during the Forms Review, the MPO can help you in any other way with this work, we shall be glad to do so.
