Clauses 46 and 47 contain interpretation provisions con- cerning respectively the meaning of expressions in the Bill, and the meaning of certain expressions relating to nationality in other Acts. Clause 46 defines "dependent territory" by reference to Schedule 6, which lists the British Dependent Territories.
Clauses 48 and 49 and Schedules 7, 8 and 9 deal with con- sequential amendments, transitional provisions and repeals, and with the date of coming into force etc.
Financial and manpower effects of the Bill
These cannot be estimated with certainty because the number of applications to be dealt with cannot be predicted. In the long term there might be annual extra manpower costs of just over £0.37 million at 1980-81 prices. This figure is based on the provision of 45 extra staff in the Nationality Division of the Home Office. A substantial part of the administrative costs would be met by fees charged for naturalisation and registration, but it is intended that these costs, and the manpower giving rise to them, should be contained within overall Home Office commitments.
