Transfer of UK-related functions and records for the future
Hong Kong British Consulate General (HKBCG)
During your visit and the visits of some of your other colleagues in the FCO to this Department earlier this year, I told you that this Department, in consultation with the Security Branch of the Hong Kong Government, was conceptualizing the schedule of the transfer of the UK-related functions to the future HKBCG. I also passed to you information regarding our preliminary thinking on this subject for your reference. I am now able to propose formally the transfer schedule of the UK-related functions as detailed at the Appendix for your consideration.

As you may notice from the proposed transfer schedule in that Appendix, there has not been much change as compared with the information I passed to you early this year. We propose that the transfer be staggered over 3 stages (Stage 1 Stage 2 - January 1997 and Stage 3 April 1997) so that the HKBCG may take on the UK-related functions
