TRANSFER OF UK RELATED FUNCTIONS AND RECORDS TO THE FUTURE BRITISH CONSULATE GENERAL

1. The last meeting we had to discuss these matters was held on 11 March. We now need another to take stock of what has happened since then and to decide how to reply to Francis Cheung's letter of 8 October, which encloses HKID's latest timetable for the transfer of UK related records and functions. With MVD's agreement I therefore propose that we should all meet at 11am in room CL420 on Monday, 29 November.

2. For the agenda of this meeting I suggest that we should cover the following:

a) Transfer of functions

- Mr Cheung's suggestion that the transfer of functions and records should take place in stages makes sense. But are the assumptions he makes in paragraph 5 of his letter of 8 October correct and is the order of these transfers right and the dates he suggests suitable? The MRS report, submitted since our last meeting proposes different dates (ref annex D of the report produced last May by Messrs Bennett and Weinrabe).

Which to go for?

Do we know how long it will take to set up the new consular, passport and visa operations in Hong Kong? What sort of handover will be needed between HKID staff dealing with the various operations and DS staff (a separate question from that of when the documents will physically be transferred).

b) Staffing considerations

- What should be the composition of the handover team? What about recruitment of LE staff?

NOTE: These are questions touched on in the past and by the MRS report. We may not be able to answer the questions at the meeting, but we should now establish what decisions need taking in this staffing related area and the critical path for doing so.

c) Transfer of documents

- It has not yet proved possible to agree a response to Mr
