1. I attach a proposed draft reply to Mr Cheung's letter of 8 October. It takes account only of MVD's concerns and will need contributions from other departments.
2.
MVD would prefer to have nothing to do with lektreivers: they are expensive, difficult to weed, and difficult to use in a "Best Practice" environment.
3. However, if the suggestions in the draft are non starters, there seems little alternative but to take on microfilm and all the equipment. MVD will need to be able to estimate the space taken, and the number of lektreivers needed for entry clearance records. OED will no doubt need to be briefed about the requirements for the equipment.
