Thank you for the copy of your minute of 25 February 1993 reporting on your February visit to Hong Kong.
Take over (from HK Govt) of Visa, naturalisation and registration and Consular work from 1 April 1996 (paras 9 and 10 of your visit report).
2. The HK Steering Committee decided some time ago that OED should aim for an occupation date of 1 July 1996. The programme to achieve this has always been tight and there is no scope in it for earlier completion (end of February 1996) and subsequent occupation date of 1 July 1996 without a substantial increase to manpower and financial resources and this is not realistic given that the project has already reached the limits of the PES budget figure. In these circumstances OED consider that we should try to persuade HKID to retain the existing arrangements until 1 July 1996. However if this is not possible the best alternative would be to negotiate our use of their existing accommodation for the interim period.
Sub-Committee on co-ordination of the transfer of work (para 16 of your report):

The main concerns of the sub-committee could well have implications for the project particularly on storage requirements. I therefore suggest that an OED
representative (normally myself) should attend any sub- committee meetings.
