MVD's current estimates are that the Consulate General
will be staffed by an ECM supported by 12 ECOS, 2 DS10s and 26 LE staff. HKID are interested in the transfer of some staff but this will depend on the rank of the post to be filled and conditions of service etc. They believe there would be some interest within the HKID for such transfer.
They do not foresee redundancies within HKID but believe there is more likely to be openings on the passport side of the work rather
than visa. An alternative may be temporary secondment of
staff to us from 96 until final handover to China in 97. I
indicated that we would be interested in local staff, although they would have to meet the normal recruitment procedures and that 4 or 5 of the 12 ECOS could be recruited from existing HKID IOS (they will have the advantage of being Chinese
speakers).
